In Lincoln, California, Anne Smull, a retired feed store owner, finds herself unable to vote for her preferred congressman, Kevin Kiley. The district, once represented by the conservative Kiley, has been carved up and merged with a strongly Democratic area. California Democrats have divided Kiley’s district as a counter to Republican redistricting efforts in Texas and other states.
During a recent lunch in Lincoln, a town evolving from agriculture to a bedroom community, Smull expressed her disappointment. Her voting district now falls under a wine-producing region with different political alignments. ‘He believes in the same things I do,’ she noted, expressing her frustration at what she felt was an underhanded move.
The redistricting competition began with Republican initiative. Former President Donald Trump urged GOP-led states to alter their congressional maps. The aim was to increase Republican seats by changing district lines, especially after the Supreme Court’s decision that weakened a part of the Voting Rights Act, clearing the path for more such redistricting.
This practice has affected Democratic-leaning and minority communities in states like Texas and Tennessee. Districts have been redrawn in ways that dilute Democratic votes. Residents of Northern California, along with others across the country, may face similar outcomes due to these political maneuvers.
In retaliation, states like Maryland, New York, and Illinois plan to split Republican districts. Although such efforts are often curtailed by rules against gerrymandering, California overcame this by redrawing maps to favor Democrats.
Kiley’s situation exemplifies these redistricting wars. The congressman switched from Republican to Independent. His district now leans slightly Democratic. Kiley’s efforts to rally support against partisan redistricting included an unsuccessful attempt to push for a House vote to ban mid-decade redistricting. However, some critics see his party switch as a strategic move for political survival.
Figures supporting Kiley, like John Coburn, view the redistricting as a political maneuver. Coburn is critical of Democrats’ tactics, deeming them retaliation for similar practices in Texas. ‘I live in California,’ Coburn said, highlighting concerns about Republican representation.
Despite Kiley’s assertions that his new independent status was not politically motivated, doubts remain. Moving to another Republican district could have been easier, he argued, but he chose to remain and attempt reform within the system. He stresses the importance of maintaining roles on committees and has received backing from notable individuals, including former Democratic presidential candidate Andrew Yang.
Democrats in the area see new opportunities with the updated map. Richard Pan, Kiley’s opponent and a former state senator, dismisses Kiley’s independent claims, highlighting his previous alignment with Trump’s agenda.
Local Democratic Party leaders, like Kathleen Crawford, welcome the changes, believing they offer a rare chance for Democratic representation in historically Republican areas. The area around Lincoln has transformed, partly due to migration from San Francisco, altering its political landscape.
Lincoln residents express mixed emotions about the redistricting. Democrat Ed Church, reflecting on Kiley’s transition, thinks an earlier shift to an independent stance might have earned his support. Meanwhile, Wesley Johnson, a conservative independent, feels Northern California lacks proper representation, pointing to the control exerted by major cities.
Redistricting in different states reflects ongoing political tussles, impacting voters’ sense of representation. As it stands, the cycle of political boundary drawing continues to challenge voices across the political spectrum.
