A mother from Philadelphia, Victoria Hable, shared with Newsweek a concerning experience involving her 6-year-old son, Rowen, who has Down syndrome, speech apraxia, and autism. She expressed deep anxiety over an incident at his after-school care facility.
Victoria, who is devoted to advocating for Rowen’s needs, explained that while her son benefits from special education and therapy at his school, a particular incident on July 16, 2026, was frightening. She had always felt confident about leaving him in someone else’s care until that day.
Upon receiving a call at 4:05 p.m. from the facility, she learned that Rowen was not secured in his bus seat as required. He was supposed to be in a five-point safety harness but was found in a regular seat because another student occupied his spot. Footage revealed that Rowen attempted multiple times to leave his seat, and although other children alerted the driver, no help came. By the ride’s end, he was found asleep in the back without a seatbelt and barefoot.
The transport provider has been contacted for comment but has yet to respond.
Understanding the Incident
Victoria, a social work student, noted the situation was increasingly concerning as she reviewed the footage. It appeared Rowen engaged with peers by throwing items from his bag. The lack of adult intervention left the children without guidance during the ride.
Aftermath and Actions
Upon picking up Rowen, Victoria noticed he was unusually clingy, a sign of distress. She trusted her instincts but had to wait a month to confirm the reality through the footage.
Victoria decided to withdraw Rowen from the after-school care program, arranging new transportation through the Montgomery County Intermediate Unit. A different vehicle, driver, and permanent aide now ensure his safety.
Despite this alarming event, Victoria aims to mend her relationship with the school district. She shared her experience on Instagram, highlighting the challenges families face when support systems for disabled children fail.
“As a parent of a disabled child, I carry the responsibility of advocate, medical professional, and more. This incident was a harsh reminder of potential safety issues,” she said.
She supports accountability and improved training for those involved in caring for disabled children, advocating for parents to be vigilant and proactive for their children. While mistakes are part of human error, she believes in collaborating with the district to provide Rowen a secure educational setting.
