Representative Delia Ramirez, a Democrat from Illinois, has put forth significant legislation aiming to transform federal immigration enforcement. Her proposal, known as the Reimagining Safety Act, seeks to dismantle the Department of Homeland Security (DHS) and terminate agencies such as Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).
This plan by the progressive ‘Squad’ member would initiate the creation of a new Department of Community Safety. Agencies like the Transportation Security Administration (TSA) and Federal Emergency Management Agency (FEMA) would remain intact under the new structure.
Under Ramirez’s legislation, the CBP would be disbanded, including its Border Patrol operations, impacting how America’s borders are secured and how travelers and goods entering the country are screened.
The bill has gained the support of several cosponsors, including other ‘Squad’ members like Representative Rashida Tlaib from Michigan, as well as Representatives Adelita Grijalva from Arizona and Jim McGovern from Massachusetts.
Key elements of the legislation include prohibiting federal funding for border walls starting in fiscal year 2027 and mandating the closure of the military detention center at Guantánamo Bay within 60 days of enactment.
Secretary of DHS Markwayne Mullin vehemently opposed the proposal in statements to news outlets, asserting that the notion of defunding law enforcement and dismantling DHS is untenable.
Representative Ramirez defends her proposal, emphasizing the need to replace the current department with a focus on community safety.
The plan includes significant reshuffling: transferring the TSA and Coast Guard to the Department of Transportation and moving FEMA and the Cybersecurity and Infrastructure Security Agency to the new Department of Community Safety. Additionally, customs functions would be allocated to the Treasury Department, and certain immigration responsibilities would be shifted to the Justice Department.
To become effective, this legislation requires approval by Congress and the President’s signature. As of now, the proposed changes remain unenforced.
