Addressing troops at Marine Corps Base Quantico during his State of the Force speech, Hegseth emphasized the need for preparation to prevent conflicts.
Key Initiatives Unveiled
- Establishment of a new four-star command emphasizing autonomous warfare.

The unveiling comes as the U.S. is involved in a conflict with Iran, highlighting vulnerabilities in bases and the growing importance of precision munitions and autonomous systems. Hegseth stressed the rapid pace of warfare changes supported by cheap computing and advanced manufacturing.
Autonomous Warfare Command
The creation of an Autonomous Warfare Command is a pivotal operational change. By 2027, it will become a four-star combatant command to accelerate the military’s integration of drones and robotics, spurred by programs like ‘Drone Dominance’ and Project Agincourt.
Hegseth noted that modern conflicts, such as those in Ukraine and the Middle East, demonstrate the need for adaptable unmanned systems.
“Ukraine’s lesson is the necessity of a purpose-built system optimizing adaptability,” Hegseth stated.
Establishing this command could speed up development and deployment of autonomous technologies while adding new senior command structures.
America’s Corps of Cadets
This program aims to broaden the pool of military officers from civilian universities with structured military curricula. Five universities have joined, receiving designations as ‘Distinguished Military College’ and ‘Honor School.’
Hegseth emphasized his vision for recruits, focusing on traditional military values and a “warrior ethos.” This marks a cultural shift within military recruitment processes.
FORTRESS America
FORTRESS America seeks to minimize military vulnerabilities to disruptions. This initiative aims for installations to generate their own power, reducing reliance on civilian grids. It promotes bringing critical supply chains into the U.S., including rare materials and munitions.
The objective is enhanced protection against cyberattacks and a more resilient infrastructure, crucial during extended conflicts.
Next Great American Base
Plans for a new military base include features like independent power, autonomous systems, and advanced defenses. States can compete for the base, offering economic incentives. The base reflects an effort to develop purpose-built military infrastructure.
Office of Religious Affairs
The creation of this office aims to bolster military chaplaincies and uphold religious support without mandating participation. It aligns with Hegseth’s view that military readiness includes moral and spiritual resilience.
Project Meridian
This initiative involves a 120-day task to identify technologies crucial for maintaining U.S. military superiority. Co-directed by figures like Elon Musk, it seeks to integrate private-sector expertise into military planning.
Reduction in Senior Officer Positions
Hegseth plans to cut 20% of general and admiral billets, aiming for a leaner, accountable officer structure. This decision doubles a previously announced reduction target. While some view it as needed accountability, there is concern about the impact on military leadership.
Military Overhaul During Conflict
Amid ongoing wars, including with Iran and incorporating lessons from Ukraine, Hegseth pursues a significant Pentagon restructuring.
