Democrat Xavier Becerra and Republican Steve Hilton will debate on CNN as they campaign to succeed California Governor Gavin Newsom. Becerra, with extensive experience in California politics, holds a strong lead in the polls. Hilton, a former Fox News host and Silicon Valley entrepreneur, aims to address voter concerns about the state’s high cost of living.

The debate provides a platform for both candidates to discuss affordability, taxes, housing, artificial intelligence, and Hollywood’s future. It takes place at 9 p.m. ET, or 6 p.m. PT, from CNN’s Los Angeles-area studios, moderated by Jake Tapper and Dana Bash.

What the Polls Show

Recent polling gives Becerra a clear lead entering the debate. A Public Policy Institute of California survey from September 4-10 shows Becerra leading Hilton 60 to 38 percent among likely voters. Additionally, 65 percent of voters prioritize positions on affordability and cost of living.

The Berkeley Institute of Governmental Studies conducted a poll from September 15-20, showing Becerra ahead by 25 points, up from an 18-point lead in August. Consistent double-digit leads indicate Becerra’s strong position, yet the debate allows Hilton to directly address voters in the campaign’s final weeks.

Affordability Takes Center Stage

The debate will heavily focus on California’s cost of living. Hilton bases his campaign on reducing living costs and changing policies linked to high prices. He promises to lower gasoline prices below $3 per gallon, cut utility bills, and increase starter home construction.

Hilton also suggests eliminating state income taxes on the first $150,000 earned, financing this through cuts in high-speed rail, homelessness nonprofits, and state departments. Meanwhile, Becerra proposes a “Power Hour” to provide free electricity to low-income households using excess solar power. Becerra also aims to freeze utility and insurance rates and expand healthcare to universal coverage.

Affordability impacts all voter groups, as shown by 69 percent of Democrats, 65 percent of Republicans, and 59 percent of independents in the latest PPIC survey.

Hilton Takes Aim at California’s Democratic Leadership

Hilton wants the race to be a referendum on California’s Democratic leadership rather than national Republican politics. He believes the state’s issues arise from Democratic control, independent of opposition to President Donald Trump.

Becerra focuses on his track record and long political career. Before serving as Health and Human Services Secretary under President Joe Biden, he was California’s attorney general. Hilton presents himself as an outsider challenging the established political scene.

This contrast is likely to surface during the debate as Hilton seeks to attract Democrats and independents where Republicans have struggled in recent elections.

AI and the Future of Hollywood

Artificial intelligence could spur significant debate. Becerra proposes using AI in government for improving efficiency and advocates for national AI safety regulations. Hilton warns of under-regulating risks and over-restricting benefits, especially concerning children and creative sectors.

Both candidates may address the entertainment industry’s future. California has increased its tax-credit program for film and TV production to $750 million. Hilton criticizes this as insufficient, suggesting more tax incentives, faster approvals, and a governor’s office to ease bureaucratic processes. Becerra supports expanding tax credits and streamlining permits along with establishing a “California Entertainment Summit” for industry planning.

What to Watch For

For Becerra, the debate is a chance to promote his proposals and defend Democratic leadership amid voter concerns. For Hilton, the challenge is converting dissatisfaction into support. With mail ballots soon reaching voters and Election Day set for November 3, this debate is pivotal in shaping the campaign’s closing phase.

Polling indicates Becerra’s dominance, but Hilton has the opportunity to sway voters directly and create significant moments as the election approaches.
