On Wednesday, September 30, 2026, Chinese President Xi Jinping honored fallen national heroes at a ceremony on Martyrs’ Day at Tiananmen Square, Beijing, with Vice Chairman of the Central Military Commission, Zhang Shengmin, by his side.

On Thursday, China’s leadership elevated General Zhang Shengmin to the Politburo, the highest governing body within the Communist Party. This decision underscores the party’s strategic moves toward tighter governance and control.

The elevation of General Zhang comes amid notable changes within the Central Military Commission. Zhang stands as the last general on this commission after two top generals were purged by Xi Jinping.

During a four-day meeting, Communist Party officials adopted resolutions to guide the party’s future, focusing on self-governance, discipline, and anti-corruption. Such measures aim to consolidate the party’s hold on power before Xi Jinping’s anticipated fourth five-year term.

The resolutions articulated the party’s mission to unite and lead in safeguarding national sovereignty, security, and developmental interests. They emphasized rooting out corruption and maintaining ideological purity to bolster governance capacity and maintain close ties with the people.

Since 2012, President Xi has enforced a stringent anti-corruption campaign. Observers note the effort targets not only corrupt officials but also those underperforming. Recent party reviews have reaffirmed plans to execute the purges, confirming personnel shifts within the military and top leadership.

The plenum highlighted the extent of these purges. According to Neil Thomas, an expert on Chinese politics at Asia Policy, the 74 percent attendance rate at the meeting was the lowest since Mao Zedong’s era.
