Wisconsin’s Gubernatorial Race: A Focus on Crowley’s Policies

Democratic socialist Francesca Hong recently lost in Wisconsin’s Democratic gubernatorial primary, but the progressive policies associated with her campaign continue to influence the political landscape. David Crowley, the Milwaukee County executive who emerged victorious, was seen as the more moderate option. However, some of his policies show alignment with the progressive agenda.

Moderate But Progressive

David Crowley has implemented racial-equity budgeting, increased the county’s commitment to equity, and advocated for legal action against fossil fuel companies for environmental damages. Despite these initiatives, similar in nature to Hong’s policies, Crowley has been noted for his moderate image. His campaign emphasized bipartisan solutions and practical outcomes.

Nevertheless, Crowley has stood alongside Hong on several key issues, such as taxing millionaires more heavily and aiming for ambitious carbon-neutrality targets. In fact, both advocate for a $20 minimum wage, expanded union rights, and universal childcare. He shares the goal of making Wisconsin carbon-neutral by 2050, mirroring his approval of Milwaukee County’s own net-zero emissions target for 2050.

Equity and DEI Initiatives

Crowley’s administration embedded a Racial Equity Budget Tool (REBT) into the budgeting process of Milwaukee County. This tool assesses how financial decisions impact minority communities. Crowley emphasized its significance by stating that addressing racism is a public health crisis. His administration grew the Office on African American Affairs into a comprehensive Office of Equity, which expanded its scope to include diverse communities beyond African Americans.

Environmental Commitments

Crowley signed a resolution urging Wisconsin’s attorney general to hold fossil-fuel companies accountable for environmental harm. He also passed legislation to affirm Milwaukee County’s support for the Paris Agreement’s goals amidst federal rollbacks.

In April 2025, Crowley endorsed the Climate Action 2050 plan for Milwaukee County, a strategic move towards achieving carbon neutrality. This initiative aligns with his broader environmental agenda and the policies traditionally supported by Francesca Hong.

Despite his success in the primary and subsequent focus on statewide implications, Crowley’s campaign did not provide comments on his strategic record when requested by media outlets.
