The absence of McConnell and the recent passing of Sen. Lindsey Graham complicates matters. Graham, who chaired the Senate Budget Committee, played a vital role in previous reconciliation processes. Sen. Ron Johnson, R-Wis., might now have to step in to lead the efforts, though he admits the process is still in its early stages.

Thune has indicated that progressing the election bill through reconciliation is challenging. He believes adjustments are needed, potentially including grant incentives to states, to avoid hitting procedural roadblocks.

President Trump has encouraged Republicans to advance their budget resolution before stepping away from D.C. after Labor Day. However, Thune faces criticism for prioritizing shutdown prevention over the election bill. Sen. John Kennedy, R-La., is working on a plan that he believes could meet Senate reconciliation rules, though he acknowledges its success is uncertain.
