During the Cold War, the United States faced vulnerability to supply shocks, notably reductions in imported crude oil. A stark illustration came in 1979 when the Iranian Revolution caused crude prices to spike from approximately $13 to $34 per barrel within a year. This experience drove efforts by successive American administrations to seek energy independence, supported by investments in domestic supply and refining infrastructure.
By 2018, the shale revolution had reshaped the U.S. energy landscape. American companies, utilizing hydraulic fracturing, became the world’s largest producers of oil. Despite high output, the expected fuel security did not materialize. U.S. refineries, primarily designed for heavy crude, struggled to process the light crude from shale fields. Consequently, the U.S. exported this light crude to allies in Europe and East Asia.
Investing in light crude refining offers three primary benefits: safeguarding domestic fuel flow during maritime chokepoints’ closures, capturing export margins currently earned by foreign refineries, and gaining diplomatic leverage through supplying finished fuel products to allies.
Supply Resiliency
Refineries need to process the light crude that U.S. wells produce. Current facilities depend on heavy grades transported through chokepoints like Hormuz, which sees about 20 million barrels per day pass through—a fifth of global demand. Historical incidents, such as Iran’s mining during the Tanker War and recent conflicts near Bab el-Mandeb, underscore these vulnerabilities. Closures would strand light crude at export terminals while domestic demand suffers due to the mismatch in refining capacity.
Economic Gains
Exporting refined products instead of raw crude yields higher returns. In 2023, American refiners exported about 6 million barrels daily of refined products, with diesel margins exceeding $30 per barrel at times. European markets, especially after the EU’s ban on Russian diesel, offer lucrative opportunities for Gulf Coast refineries to fill the supply gap.
Diplomatic Leverage
The ability to supply finished fuel enhances foreign policy tools. Raw crude buyers can switch suppliers easily among global producers. However, refined fuel depends on scarce refining capacity, making replacements challenging. This dynamic grants leverage in negotiations, particularly in East Asia, where countries like Japan and Korea rely heavily on imported fuel.
The strategy involves expanding existing facilities rather than constructing new refineries; the last major refinery built in the U.S. was in 1977. In 2023, ExxonMobil expanded its Beaumont facility’s light crude capacity by 250,000 barrels per day for around $2 billion. This expansion suggests costs ranging from $10 to $20 billion for enhancing 1 to 2 million barrels of new capacity.
Legislation supports these initiatives. The 2025 reconciliation bill redefined energy infrastructure under Section 1706 to include refining, enabling the Department of Energy to provide loan guarantees from a $250 billion lending cap. The Permitting Council could prioritize projects on its FAST-41 dashboard, and Congress might introduce a 25 percent investment tax credit to incentivize similar developments, akin to semiconductor manufacturing incentives in Arizona and Ohio.
Ultimately, aligning the U.S. refining sector with American light crude production would ensure domestic fuel supply resilience, retain export profits, and offer the State Department enhanced diplomatic options.
