Former White House Chief of Staff Rahm Emanuel outlines a strategy aimed at enhancing government ethics and improving the education system. Emanuel shared his insights during an interview with Fox News Digital, following his attendance at the 2026 Texas Tribune Festival held in Austin, Texas.

Five-Step Ethics Reform Plan

Rahm Emanuel believes in having a straightforward five-point plan designed to ensure elected officials focus their efforts on serving the public. His suggested measures are:

• Ban stock trading: Prohibition of stock transactions across all government branches.
• Eliminate prediction market participation: Disallow participation within these markets.
• Mandatory retirement: Enforce retirement upon reaching 75 years of age.
• Blind trust for millionaires: Mandate corresponding blind trusts for officials with net worths exceeding $1 million.
• Regulate foreign gifts and investments: Tighten restrictions legally on foreign involvement.

According to Emanuel, these actions are essential to ensuring accountability and transparency within all government branches.

Challenges in Education

In the realm of education, Emanuel expressed dissatisfaction with both major political parties, acknowledging shortcomings and mistakes.

He criticized Republicans for disengaging from public education and held them responsible for promoting vouchers without accountability. Emanuel didn’t spare the Democrats either, admitting errors made by the party regarding curriculum and standards.

Emanuel reflected on the removal of key educational elements in 2012, which he believes is detrimental to students today. He emphasized that while teachers were correct in speaking against teaching methods focusing excessively on tests, abandoning the tests entirely was misguided.

To address these gaps, Emanuel advocates adjusting the system without compromising educational assessments.

Learning from Successful Models

Emanuel suggests that prospective Democratic candidates should examine successful education models in states like Mississippi and Louisiana. Despite political affiliations, learning from states that demonstrate proven advancements can be beneficial.

He stresses the significance of scaling successful methods irrespective of whether they originate from red or blue states.

The urgent need to address the decline, particularly with half of the student population struggling to read at grade level, is highlighted. Emanuel underscores the importance of adapting educational strategies ensuring no student gets left behind.

Though Emanuel faces a challenging path ahead if he wishes to pursue a presidential bid, his suggestions provide a framework focused on practical changes and potential growth.
