New York Attorney General Letitia James is under scrutiny after initiating a legally mandated investigation into the police shooting of a woman who fatally stabbed Erin Piacenti, a Bank of America executive. The incident occurred in Times Square while Piacenti was returning to work after maternity leave. James’ office announced the investigation into Pamela Cisneros’ death on Wednesday. Cisneros, armed with two large knives, was shot by officers after failing to comply with orders to drop the weapons.
New York law mandates the Attorney General’s Office of Special Investigation to probe any deaths resulting from police actions. Saritha Komatireddy, a Republican candidate for Attorney General, argues that the focus should also address the broader issue of mentally unstable individuals posing threats. She stated, “The problem is we have people who are known dangerous individuals, people with documented mental illness.” Komatireddy highlighted the need to take care of these individuals, who often encounter law enforcement and healthcare systems.
“Under New York’s Executive Law, it’s required to investigate any police action causing death, including this one,” said a spokesperson for James.
New York City Mayor Zohran Mamdani commended NYPD officers for their intervention. Police Commissioner Jessica Tisch revealed that Cisneros had no arrest record but had been involved in two incidents where police responded to mental health crises. In 2019, she attempted suicide by jumping onto subway tracks; in 2018, she was found intoxicated and belligerent.
Concerns about mental health management persist. Under the state’s Mental Hygiene Law, individuals deemed risky can be hospitalized. However, many are released shortly after. Komatireddy proposed establishing the Office of Civil Commitment to monitor high-risk individuals, staffed by law enforcement and physicians to certify involuntary civil commitments.
Greene County Sheriff Peter Kusminsky pointed out the lack of proper facilities for psychiatric emergencies, saying his deputies often resort to housing individuals in hotels due to a shortage of hospital beds. This process incurs significant costs and challenges due to limited resources.
