This change affects hiring practices by discarding guidance related to ‘disparate impact,’ which considered outcomes across racial groups.

Kupor emphasized that federal hiring should center on merit and qualifications. The new rule intends to maintain job-related standards, ensuring agencies hire the most qualified individuals. It allows for public comment over a 60-day period before a permanent decision is made.
