Massachusetts Bill Proposes Muslim Advisory Commission

Massachusetts lawmakers are considering reviving a bill aimed at giving Muslim residents a formal voice in state government to combat discrimination. The proposed legislation plans to establish an 11-member commission to advise state leaders on issues impacting Muslim Americans, including education, health care, employment, and civil rights. This body would also study Islamophobia and suggest measures for Massachusetts to counter anti-Muslim sentiments.

Democratic state Senator Jamie Eldridge, who introduced the bill known as S.2134, aims to reintroduce it next session with some modifications. Another proponent, state Representative Vanna Howard, supports adjusting the proposal before refiling. A key element of the plan includes enhancing Muslim American inclusion in public life. The commission could suggest qualified individuals for government roles and assess the impact of state policies on Muslim communities. It would also facilitate connections between these communities and state officials, bringing their issues into policy discussions.

The commission would only have advisory powers, lacking authority to pass laws or enforce agency compliance with its recommendations. Members would be appointed by the governor, attorney general, and legislative figures, serving without compensation.

Does Massachusetts Have Other Religious Commissions?

Currently, Massachusetts lacks a permanent commission representing any specific religious group. The state did have a Special Commission on Combating Antisemitism, which focused on rising antisemitism and recommending responsive measures. Unlike the proposed Muslim commission, this was a temporary panel rather than a permanent body representing Jewish residents.

State Senator Michael Moore likened the planned commission to existing ones that represent Asian American, Black, and LGBTQ residents, which are based on race or sexual orientation. Moore emphasized that the Muslim commission wouldn’t give Islam a formal government role.

Do Other States Have Similar Commissions?

Illinois offers a model with its Muslim American Advisory Council, formed by law in 2017. This council advises the governor and lawmakers on Muslim American and immigrant issues, promoting Muslim civic participation and strengthening community ties with state agencies.

Some states have panels representing communities based on ethnicity rather than religion. Maryland’s Governor’s Commission and Michigan’s Commission address Middle Eastern American affairs, advising on discrimination and state services. In Washington, there was a proposal for a commission addressing Middle Eastern and North African American affairs in 2026, but it did not become law.
