The Substances Generally Recognized as Safe (GRAS) rule permits manufacturers to declare common items like vinegar or flour as safe without review. Companies exploit this by self-certifying and voluntarily informing the FDA.
A new rule could make such notifications mandatory. Last week, the proposal passed the White House regulatory review. This represents a significant push for food safety reform.
“Ingredient manufacturers have long exploited a loophole to introduce ingredients with unknown safety data without notifying the FDA or public,” Robert F. Kennedy Jr. stated in March 2025.
