Andy Burnham Poised to Lead as UK Prepares for Labour Leadership Contest

Newly elected British lawmaker Andy Burnham met Prime Minister Keir Starmer on Tuesday to discuss the upcoming Labour leadership contest. Burnham is seen as the leading candidate to replace Starmer, who announced he would step down following two years of controversies that damaged his reputation.

Burnham, who served as Greater Manchester’s mayor since 2017, recently won a parliamentary seat to challenge Starmer for the Labour leadership. His campaign received a significant boost after former Health Secretary Wes Streeting expressed his support.

On Tuesday, Burnham met with Starmer and later held discussions with Labour lawmakers to gather support for his bid. Within the UK parliamentary system, a governing party can change its leader—and prime minister—without a national election. The Labour leadership nominations open on July 9, with the process concluding a week later. Should Burnham run unopposed, he could assume leadership by July 17. If a contest occurs, the winner will be named by September 1 during Parliament’s return from its summer break.

Starmer addressed his Cabinet on Tuesday, emphasizing a desire for a smooth leadership transition. He aims for an orderly changeover to ensure his successor is positioned for success. While Starmer continues his duties without significant policy changes, the EU postponed a key UK-EU summit scheduled for July 22 due to the political uncertainty.

The UK government is expected to release a defense investment plan before a NATO summit in Turkey on July 7-8, which Starmer plans to attend. However, details on Burnham’s economic agenda remain unclear. He aims to expand the “Manchesterism” approach nationally, a strategy that made him popular as mayor. Labour supporters hope his charisma and people skills will resonate with the public more than Starmer’s leadership.

Some Labour members advocate for a leadership contest to scrutinize Burnham’s policies. Former Armed Forces Minister Al Carns, who resigned over defense spending issues, has hinted he might run for leadership yet remains undecided. There are suggestions for Darren Jones, a senior Cabinet minister, to enter the race, although he has not commented.

Potential candidates need backing from at least 81 Labour lawmakers to participate. Some argue that a leadership contest could highlight party divisions and prolong political uncertainty.

Starmer announced his resignation after a weekend of reflection, admitting he was no longer the best choice for leading Labour into the next general election. His resignation marks the sixth prime minister in a decade to leave office amidst internal and external pressures. Initially, Starmer won a landslide election victory in July 2024 but later failed to meet economic growth promises, repair public services, or alleviate the cost of living. His policies have led to declining support, with Labour losing votes to the Green Party and facing competition from the Nigel Farage-led Reform UK.
