Senate Wraps Up Session Without Passing Voting Bill Amid Trump Pressure

The Senate adjourned early Saturday morning after intense discussions over President Donald Trump’s insistence on passing a proof-of-citizenship voting bill before the summer recess. While senators concluded several priorities, the SAVE America Act, supported by Trump, did not advance.

Republican senators proposed revisiting parts of the voting bill within a larger budget proposal concerning the Iran war and Pentagon funding in September. GOP budget committee chairman Sen. Ron Johnson of Wisconsin, along with Sens. Mike Lee of Utah and Rick Scott of Florida, discussed this alternative plan with Trump late Friday.

Senator Johnson stated, “This is what the president wants to do,” highlighting Trump’s influence over congressional priorities. Trump, often compared to a de facto Speaker of the House, showed his reach into Senate affairs, trying to navigate senators’ actions.

Despite persistent pressure from Trump on Senate Majority Leader John Thune to pass the SAVE America Act, achieving support was challenging. This stems from the bill’s lack of backing among Republicans and the Democrats’ opposition, complicating efforts to surpass the 60-vote requirement in the Senate.

Even as Trump pressed Thune to ignore filibuster rules to pass the legislation, most senators remained hesitant. Trump remarked on Thune’s efforts in an interview with Punchbowl News, appreciating his attempts despite facing significant obstacles due to a narrow GOP majority.

Republicans experienced a setback due to Sen. Mitch McConnell’s absence during recovery, further impacting their voting strength. Thune noted the necessity of addressing budget plans, balancing the president’s demands with political realities.

Over a lengthy session, Thune managed to advance other key Trump priorities. The Senate confirmed Todd Blanche as attorney general and passed a Russian sanctions package for Ukraine. Moreover, they approved initial funding to extend government operations till December, aiming to avoid a potential shutdown.

A separate Republican effort to pass a narrower voting bill requiring federal election voters to present IDs failed, encountering Democratic opposition.

The SAVE America Act advocacy turned into an online rally involving Trump supporters and senators, notably led by Lee. During the dramatic evening, Thune convened Republican senators as tensions rose over the voting bill.

No consensus emerged on the SAVE America Act or the accompanying budget bill, prompting Thune to urge senators for further talks with the president. Two hours spent in conference aimed at resolving issues resulted in agreement with Trump.

Lee expressed disappointment but acknowledged the situation’s political complexity. “We do not have the capacity to pass it right now,” he told Capitol reporters.

Near dawn, the Senate vote to adjourn faced opposition from Lee and others. Despite objections, the voice vote concluded with majority approval for adjournment.
