President Donald Trump has pledged to give Americans a $5,000 “dividend” if Republicans retain control of Congress during the 2026 midterm elections. This promise could cost the federal government more than $1 trillion. Trump announced this proposal in a speech at the Republican Party’s midterm convention in Dallas, stating that the payment would be given to every adult citizen should the GOP win both the House and Senate in November.
“Here is my promise: If the Republicans win the House of Representatives and the United States Senate, I will issue a dividend to every adult citizen in the United States of America for $5,000,”Trump declared.
The proposed payments could total about $1.2 trillion, addressing the 240 million adult citizens in the U.S. This would add significantly to the national debt, which is over $40 trillion, and the recent budget deficit of roughly $1.8 trillion reported by the Congressional Budget Office for fiscal year 2025.
Funding sources remain undisclosed; however, the intention is apparent. Trump aims to motivate voters feeling economic pressure to maintain his party’s power to prevent legislative stalemates should any chamber shift to Democratic control during the midterms.
Vice President JD Vance mentioned after Trump’s speech that excluding wealthy Americans from the plan could reduce its overall cost. Vance emphasized the idea as a “dividend for American workers.” He justified the funding by highlighting revenue from tariffs imposed under the Trump administration.
“We’re collecting an extraordinary amount of revenue because the president of the United States is standing up to both foreign companies and countries exploiting America’s workers,”Vance remarked.
Treasury figures reveal a record $34.2 billion was collected in customs duties in one month, with $208.5 billion accrued since January. This sum still falls short of the $1.2 trillion required for the proposed payments. These numbers do not reflect tariff-related refunds after a Supreme Court decision, suggesting available funds could decrease.
Vance noted, If you keep us in power and allow us to continue these efforts, you’ll share in the benefits of the wealth created in America.
The White House has not outlined specific eligibility criteria or detailed funding plans. Trump compared the dividend to a company’s cash payout to shareholders and indicated the funds must be spent domestically. However, congressional permission is needed as Trump lacks the unilateral power to distribute the checks.
Trump has proposed other direct payments in the past, like a $2,000 tariff dividend and returning a part of government savings, but neither has been enacted.
