Trump Administration Shuts Down Refugee Program for Iranian Minorities Amid Rising Antisemitism Concerns

During the Chinese President Xi Jinping’s visit to the National Archives in Washington, D.C., on September 25, 2026, discussions regarding the repeal of the Lautenberg Amendment took center stage. This amendment, crucial for aiding Jews fleeing antisemitism in Iran, faced a September 30 deadline for reauthorization. However, the Trump administration has effectively ceased its operation by shutting down the processing centers essential for its function.

The Lautenberg-Specter program was established in 1990, initially aimed at assisting persecuted Jews and Christians from the Soviet Union to reunite with family in the United States. In 2004, it expanded to support religious minorities in Iran. Throughout the years, Congress has consistently reauthorized it on a bipartisan basis. The threats it was designed to counter remain pressing, perhaps even worsening over time. Notable voices like Sen. Tom Cotton (R-Ark.) have identified Iran as a major source of global antisemitism. The U.S. Commission on International Religious Freedom corroborates this, attributing a global campaign of antisemitism to Iran.

Despite these concerns, the administration has dismantled a vital pathway for escape, designed specifically for individuals persecuted for their faith. The process for Iranian religious minorities involves securing a sponsorship from a family member or friend in the U.S. This sponsor assists once the refugee arrives in America. Applicants initiate their procedures in Iran, move to Austria for further processing, and finally engage with the Resettlement Support Center in Vienna for applications, document preparations, interviews with U.S. officials, medical exams, and eventual resettlement paperwork. Over 33,000 Iranian religious minorities navigated this system from 2001 to 2025.

The program’s closure arose from the State Department ceasing its funding of the Vienna center, operated by the Hebrew Immigrant Aid Society alongside the U.S. government for 25 years. This disrupted the over 14,000 applicants still pending. With access to governmental case data halted, the society directs those seeking case updates to the State Department or congressional representatives.

The necessity of this escape route has intensified post the recent war with Israel. Iranian authorities have arrested over 20,000 individuals, including members of Baha’i, Christian, and Jewish communities. This campaign includes raids, property seizures, and interrogations, continuing even beyond Iran’s borders, as evidenced by thwarted assassination attempts organized by Iran’s forces.

Notwithstanding these events, Trump’s travel constraints for Iran graciously exempt immigrant visas for persecuted minorities. President Trump has positioned antisemitism as a cornerstone of his presidency, forming a task force to combat it, leveraging governmental power against it, and pledging both domestic and international confrontation. His administration has scrutinized universities, threatened federal funding, and held foreign students accountable over alleged campus anti-Semitic incidents.

Yet, despite ongoing interrogations and arrests of Jews in Iran, one of America’s historic programs to aid them has been dismantled. Congress should promptly reauthorize Lautenberg. The administration must reinstate the processing centers facilitating this program. Fourteen thousand stranded individuals, along with their families stateside, await evidence that Trump’s commitments regarding antisemitism abroad will manifest practically when persecution demands meaningful escape.
