Germany Faces Increasing Hybrid Warfare Threats

Germany’s Interior Minister has announced the discovery and defusal of an explosive-laden drone at Leipzig airport, describing the incident as a “hybrid attack scenario.” The drone, found at the Leipzig/Halle airport in Saxony, prompted concerns about Germany’s security landscape.

Interior Minister Alexander Dobrindt, speaking with officials at the airport, did not specify any nation responsible but highlighted the gravity of the situation. “We’re talking about a professional hybrid threat situation,” he stated, noting the significance of a drone carrying explosives on airport grounds.

This event raises critical questions among officials and security experts about whether Germany is facing a form of hybrid warfare and identifying potential adversaries. Such warfare typically involves aggression just below the threshold of clear accountability, complicating the response options.

In 2025, Germany documented over 1,000 suspicious drone overflights, reported Holger Muench, President of the Federal Criminal Police Office, in an interview with Bild newspaper. However, the incident at Leipzig is considered particularly serious.

Security and intelligence specialists in Germany have suggested Russia as the most probable source of this threat, with China possibly contributing to the overall threat landscape. This marks a troubling “new normal.”

The drone, detected just before midnight on a Tuesday, navigated between Ukrainian state carrier Antonov’s transport planes. German public television revealed the drone’s prior entry into the airport area at around 7 p.m. from the south. Reports indicated the drone carried a fist-sized ball of explosives, likely Semtex.

Additionally, around the time of this incident, a DHL aircraft encountered an object while leaving Leipzig airport due to its abrupt closure. This collision, damaging the aircraft’s nose, forced diversion to Hannover, according to ARD television, citing an internal report.

Leipzig serves as a hub for DHL deliveries and military support for Ukraine, drawing attention from both Russian and Chinese intelligence agencies.

In 2025, Yaqi Xiao, a Chinese national, was convicted by a German court for espionage activities related to flight schedules and sensitive cargo. Jian Guo, another Chinese citizen and associate of a far-right German politician, faced nearly five years in prison for similar charges.

Experts believe the more immediate threat relates to Russia and its ongoing conflict with Ukraine. Joachim Krause from the Institute for Security Policy at Kiel University noted escalating tensions and increasing European targets due to military aid to Ukraine.

Krause emphasized Germany’s struggle with this issue, highlighting that many remain unaware of Russia’s non-linear warfare tactics. He noted this approach includes political maneuvers and hidden violence before potentially escalating to open violence.

The Russian embassy in Berlin did not immediately respond to questions from Newsweek regarding these accusations.

Juergen Kremb, a China intelligence expert, expressed concern over the incident, branding it “creepy.” He argued that if a foreign power provably attacks a German airport using drones, it constitutes a war declaration.

Kremb highlighted the collaboration between Russian and Chinese intelligence services, despite inherent competition and limited information sharing, warning about the mass production of drones as an ongoing threat.

Krause criticized Germany’s preparedness against drone threats, citing jurisdictional and coordination struggles between police and military forces. He further noted Germany’s significant lack of technical capabilities and hesitance to deploy countermeasures due to potential collateral damage, projecting an image of vulnerability.

Krause urged the German government to adopt a clearer and more decisive stance on combating these security challenges.
