A Dominican man was shot in the neck by a federal immigration officer in New York, stirring controversy over the Trump administration’s immigration policies. The Department of Homeland Security (DHS) stated the incident occurred during a “targeted enforcement operation.” However, local officials criticized it as part of the administration’s immigration crackdown.

Incident Overview

The man, identified as Oscar Belgal, survived and received treatment at a hospital. The DHS did not specify the cause of the shooting but confirmed that “an ICE officer discharged his weapon.” According to City Police Commissioner Jessica Tisch, Belgal was about to park his car when approached by plainclothes federal officers, one with a gun drawn. As Belgal moved the car forward, at least one officer fired seven shots, striking him below his left ear. A 5-year-old boy with Belgal was unharmed and later reunited with a relative.

Response from Authorities

DHS described Belgal as a “criminal illegal alien” with prior convictions, including grand larceny. Mayor Zohran Mamdani condemned the shooting, calling for an end to immigration operations in the city. He criticized the officers for wearing construction vests and masks, complicating identification. Despite appeals to President Trump and Secretary Markwayne Mullin, the federal authorities removed Belgal from the hospital late Thursday.

Governor Kathy Hochul also communicated concerns to Trump and Mullin. Videos post-incident captured images of officers in DHS vests at the scene. Witness accounts described chaos as shots were fired, with bystanders taking videos and photos showing a man handcuffed on the ground.

Community Reaction

A press conference held near the site saw local politicians expressing their frustration. City Council Member Carmen De La Rosa, a Dominican immigrant, spoke passionately against the event. Demonstrators gathered at the hospital, chanting against ICE and blocking intersections, leading to confrontations with police and several arrests.

The DHS pointed to “sanctuary policies” as complicating federal operations, stating that officers face difficulties due to releases of “dangerous illegal aliens.” ICE has tightened rules for car chase engagements, following numerous shooting incidents during vehicle stops.

Residents, like Alfred Silva, urged clearer identification from federal officers. Citing the use of construction vests, he emphasized the need for transparency in operations to ensure safety and clarity for citizens. The call reflects a broader demand for accountability and recognition of rights, regardless of political affiliations.
