Ethics Issue Raises Stakes for Chuck Edwards in North Carolina Race

Republican Representative Chuck Edwards is facing a critical reelection campaign in North Carolina’s 11th District. The House Ethics Committee has recommended censure due to his inappropriate conduct toward two young female staff members. Edwards represents an area centered around Asheville and western North Carolina, which slightly favored Donald Trump by under ten points in the 2024 presidential race. Democrats believe the 2026 midterms present significant opportunities due to Trump’s declining approval ratings.

The ethics recommendation adds new challenges for Edwards as November approaches. Having already secured the Republican nomination in a March primary, he was preparing for a tough race. Recent developments have increased the competitiveness of this contest.

Electoral Outlook

Edwards is running against Democrat Jamie Ager, grandson of former Representative James Clarke who held the seat over thirty years ago. According to Kalshi, Ager has a 58% chance of winning the upcoming election. This is an increase from 52% a week earlier. Polymarket reported similar numbers, giving Ager a 59% chance of success.

Prediction markets enable traders to buy and sell contracts related to political outcomes, creating probability estimates. Prices rise or fall as traders respond to polls, fundraising, candidate news, and broader political trends. However, these markets assess current sentiment and do not confirm future results.

The race has limited polling data. An internal survey by Impact Research, conducted from December 15-17, 2025, showed Ager with a narrow lead at 45% to Edwards’s 44%, and 10% of voters undecided. It surveyed 500 likely voters, with a margin of error of 4.4 percentage points.

While the district’s rural areas lean conservative, Asheville narrows Republican margins. In fact, some areas around Asheville shifted toward Democrats during the 2024 elections, defying national patterns.

Race Classification and Campaign Dynamics

Sabato’s Crystal Ball recently called the race a toss-up. Analyst Kyle Kondik noted, “Edwards’s challenger is Jamie Ager (D), who has fundraised well, and whose grandfather previously held this seat. The district is red-leaning, but current conditions may reduce this advantage, given Edwards’s issues.” The Cook Political Report, however, still considers the race Republican-leaning.

Democrats are heavily investing in the race. House Majority Forward revealed a $480,000 expenditure on television ads targeting Edwards. Concurrently, Edwards is trailing in fundraising, having only raised around $155,000 versus Ager’s $1.4 million last quarter.

Edwards was initially elected in 2022, after defeating former Representative Madison Cawthorn in a primary.

Ethics Committee’s Censure Recommendation

The House Ethics Committee urged censure, as they concluded Edwards demonstrated inappropriate behavior. Censure represents a serious disciplinary measure short of expulsion. While it doesn’t expel a lawmaker, it signifies formal disapproval by the House.

The Committee has recommended that the House adopt the Report and censure Representative Edwards for the outlined conduct. A privileged resolution will be proposed for the full House’s consideration and vote.

In a 25-page document, the bipartisan committee reported that Edwards failed “to adhere to the spirit of rules prohibiting sexual harassment of and unwanted advances to House staffers,” consistently crossing professional lines.

The investigation highlighted a “pattern of gifts and personal attention” that breached typical workplace norms. Alleged gifts included over $1,000 worth of jewelry, designer handbags, firearms, shoes, flowers, a laptop, and a cellphone. The report also mentioned vacations, performance tickets, and personal dinners, further characterizing the actions as “beyond norms of professional behavior.”

Edwards’ legal counsel disputed the findings in a 15-page response, claiming the committee exonerated him regarding House Rules on sexual misconduct or harassment.
