Democratic Governors Under Pressure to Join Federal School Choice Program

Democratic governors traditionally against school choice face pressure to join President Trump’s Federal Scholarship Tax Credit program, according to a Department of Education official. Lindsey Burke, deputy chief of staff, stated that “competitive pressure” may convince all states to opt in. The Department of the Treasury and IRS have proposed regulations to implement this national framework.

The program, known as the Education Freedom Tax Credit, provides a federal tax credit up to $1,700 for donations to scholarship-granting organizations. To participate, governors must opt in for their states, allowing residents and educational groups to benefit. More than half of U.S. states have signed up, with New York Governor Kathy Hochul planning to opt in, making New York the 30th state involved.

Opposition remains from Democratic leaders who view the program as a “Trump measure.” Education Secretary Linda McMahon noted resistance citing potential resource diversion from public schools. Kentucky Governor Andy Beshear had similar concerns but the state legislature overruled his veto, allowing Kentucky to join.

Tax-credit scholarships differ from voucher programs by redirecting federal tax liability to fund student scholarships, with governors deciding on participation. Teach Coalition CEO Sydney Altfield highlighted the financial incentive for blue-state governors to opt in. Colorado’s Democratic governor Jared Polis announced participation, despite criticism, to facilitate payments for tutoring and enrichment programs.

Labor groups and teachers unions strongly oppose the program, launching petitions against Hochul and arguing tax dollars might fund private tuition.

Despite the controversy, growing demand for alternative education affects Democratic views. Trump’s program arises amid struggles in large city districts to retain students post-COVID-19.

Altfield emphasized financial benefits like increased educational opportunities and jobs for communities, putting money back into struggling families’ hands.
