Cincinnati Public Schools Launches First ‘Safe Sleep Lot’

An initiative in Ohio is introducing new methods to aid families facing homelessness. Cincinnati Public Schools recently opened the nation’s first ‘Safe Sleep Lot’ managed by a school district. This facility provides a legal, secure area for homeless individuals to park and sleep in their vehicles, avoiding eviction from commercial areas that ban overnight parking. It offers a temporary yet stable refuge as people transition to permanent housing.

Rising Homelessness Among Students

Rebeka Beach, manager of Project Connect, a program aiding homeless students in Cincinnati, notes an increase in student homelessness since the Covid pandemic. The gap between livable wages and affordable housing has widened the issue in Ohio. ‘We developed the idea for a Safe Sleep Lot after hearing from parents losing jobs due to exhaustion from overnight vigilance,’ Beach said. ‘Children didn’t want to attend school due to a lack of clean clothes.’

To address these needs, the program aims to reduce shelter wait times while providing necessities like shoes, clothing, and backpacks via a modular unit at the lot. ‘Families in the lot are verified within 24 hours for shelter placement,’ Beach explained. ‘They receive case management services leading to shelter and broader support systems.’

Approximately 9% of Cincinnati Public Schools students face homelessness, a figure increasing to 13% when charter school students are included. ‘This lot serves as a bridge to emergency housing and long-term stability,’ Beach stated in a press release.

Adopting Best Practices from California

While Cincinnati is pioneering this initiative among school districts, safe parking programs are not uncommon in California, where cities and agencies operate similar models. Beach and her team sought inspiration from California sites, including Long Beach City College.

‘When I reviewed the data, I felt compelled,’ noted Dr. Mike Muñoz, superintendent-president of Long Beach City College, who launched their program in 2021. ‘Data becomes meaningful through action, and coming from personal experience with housing insecurity, I chose to act boldly.’

The Long Beach program emerged when college leaders found students sleeping in their cars to access campus Wi-Fi for coursework. A survey revealed about 70 students lived in their vehicles during one semester. Although not a permanent solution, Muñoz advocates for the program as a step to meet immediate needs.

The city of Long Beach reported roughly 3,595 homeless individuals in the past year, with the college’s program continuing under campus security supervision.

Future Plans for Expansion

Cincinnati Public Schools aims to expand the Safe Sleep Lot with added amenities like a pergola for a shared gathering space. ‘Offering a safe place for children to sleep and come to school prepared transforms their life trajectory,’ Beach concluded.
