Kenyan Court Halts U.S. Ebola Quarantine Plans

A high court in Kenya has placed a temporary hold on the establishment of an Ebola quarantine facility intended for Americans. This decision impacts the Trump administration’s efforts to activate the facility by Friday.

The court’s decision, recorded on Thursday, followed a petition from a civil society group questioning the facility’s constitutional legitimacy. While the suspension’s duration remains uncertain, a hearing is slated for Tuesday.

The Katiba Institute, the civil society group behind the petition, seeks to compel the Kenyan government to reveal any agreements concerning American citizens. Currently, the government has not confirmed any such arrangements.

U.S. officials indicated that the planned 50-bed unit aims to accommodate American citizens potentially exposed to Ebola. The proposed location is a military base in Laikipia, approximately 100 miles from Nairobi, with plans for completion by Friday.

Nora Mbagathi, the Katiba Institute’s executive director, emphasized the importance of constitutional procedures. In her words, international cooperation is vital, but established procedures must be followed.

State Department spokesperson Tommy Pigott announced a $13.5 million U.S. commitment to Ebola preparedness in Kenya. This statement came after discussions between President William Ruto of Kenya and Secretary of State Marco Rubio, yet it omitted mention of the quarantine unit.

President Ruto shared on social media about his discussions with global representatives on Ebola measures, highlighting cooperation over isolation. However, he did not address the American-focused Ebola facility.

This proposal has drawn critique from various quarters within Kenya. The country hasn’t reported Ebola cases, and the doctors’ union expressed concerns over an American-centered facility. Davji Atellah, the union’s secretary general, pointed out the lack of provisions for Kenyan citizens potentially infected by Ebola.
