In California, the issue of homelessness is increasingly visible as sprawling rows of recreational vehicles (R.V.s) dot the streets. These R.V.s have become a symbol of the state’s pressing homelessness crisis. Local residents and politicians express concerns over what they describe as eyesores, while those residing in these vehicles feel pressured and singled out.
According to estimates, around 34,000 homeless individuals spend their nights inside vehicles across California, but some, like Tori Larett, a homeless rights lawyer in Sacramento, believe the actual figure could be double. Many of these vehicles include R.V.s, converted buses, and travel trailers, primarily parked along streets.
A new law implemented in January in Los Angeles and Alameda Counties permits authorities to swiftly demolish oversize vehicles valued at up to $4,000, an increase from the previous threshold of $500, if the owner cannot relocate the vehicle without towing assistance.
“The whole state is waging a war on R.V.s right now,” said Ms. Larett, who also serves as the research director at the National Vehicle Residency Coalition.
Throughout March, Sam Lutzker and journalist Bradley Berman traveled around Los Angeles, gathering narratives from those living in R.V.s. Lutzker, a Ph.D. sociology candidate at U.C.L.A., was concluding three years of detailed fieldwork. “I care about these individuals deeply,” he remarked.
Lutzker’s research focuses on Los Angeles City Council District 11, where towing operations led by Councilwoman Traci Park have been prominent. These measures often involve private security firms pressuring R.V. residents to relocate, despite legal parking.
Ms. Park characterizes the R.V. communities as extensive encampments marked by deteriorated vehicles, which she associates with criminal activity and unsanitary conditions. She stated, “There’s widespread illegal dumping, including human waste. These encampments are a public health emergency, a public safety emergency.”
