Surveillance footage recorded a disturbing event in downtown Philadelphia, involving a masked individual in a Chucky-style Halloween mask. This masked figure caused panic among several people before evading police, authorities stated on Thursday.
Zymire Hughes, age 22, is wanted by the Philadelphia Police Department and the U.S. Marshals Service. This follows an arrest warrant for an incident on August 12. During a news conference, Philadelphia District Attorney Larry Krasner stated, “If Zymire Hughes was trying to scare people, make them run: Who’s scared now? Who’s running now?”

Authorities exhibited surveillance showing Hughes leaving his apartment and traveling downtown on a bus. At approximately 5:30 a.m., Hughes allegedly began harassing people with a mask on, filming his actions on a phone. He purportedly threatened and assaulted a jogger near City Hall, chasing her.
Philadelphia Police Capt. Jason Smith commented on the incident, “The victim is absolutely terrified of Mr. Hughes.” Smith added that the victim gave a pleading gesture, clearly fearing for her life. Hughes continued down Chestnut Street, reportedly harassing more people.

Footage from the Southeastern Pennsylvania Transportation Authority (SEPTA) showed Hughes near Suburban Station followed by officers. Despite directions to remove his mask, Hughes tried concealing his identity. Zymire Hughes had a black mask underneath.
SEPTA officers noted Hughes attempted further engagements in Suburban Station. Despite efforts to follow him, Hughes managed to escape by bus back to his apartment. Surveillance at his complex confirmed his movements before and after the alleged incident.
Officials identified Hughes from footage and believe his actions may have been for personal amusement or social media content creation. While Hughes is still at large, he has connections in California and Nevada. Anyone with information is encouraged to contact authorities.
