The Trump administration has put forward a proposal to overhaul the federal Head Start program, aiming to give states more control over preschool standards. Expected savings from reduced administrative costs could reach $2.2 billion.
The Department of Health and Human Services (HHS) anticipates that the proposed changes might preserve or create up to 236,000 Head Start slots. This proposal involves removing several federal mandates and emphasizing the role of parents as the primary educators of their children. It also introduces new guidelines for nutrition and physical fitness.
“Head Start began as a bold commitment to the health, dignity, and potential of every child. My uncle, Sarge Shriver, founded the program on a simple conviction: strong families, wholesome nutrition, and healthy childhood development can change the course of a child’s life,” said HHS Secretary Robert F. Kennedy Jr.
The proposed changes include restructuring parent committees that advise on curriculum and policies, as well as setting standards for whole, nutrient-dense foods and daily physical activity. The initiative also aims to cap administrative spending, potentially saving $2.2 billion and allowing for more program slots.
Conservative parent advocates have praised the proposed changes. Tina Descovich, CEO of Moms for Liberty, expressed support for reducing federal bureaucracy and increasing parental control in children’s education.
However, some education advocates and Democratic lawmakers have raised concerns. They argue that giving states control over class sizes and teacher qualifications might weaken standards and lead to larger classes. Senate Minority Leader Chuck Schumer criticized the proposal for potentially removing essential health screening and educational requirements.
Descovich countered these concerns, stating that states are capable of managing education standards and should include Head Start programs under their jurisdiction.
