Senator Josh Hawley from Missouri has introduced new legislation to address the rural healthcare crisis in America. He announced this move, emphasizing the urgent need for Congress to act to prevent further closures of rural emergency rooms.
Hawley stated, “Americans in rural communities across the country are facing an alarming lack of access to emergency medical care.” He highlighted the situation in Missouri, where 12 rural hospitals with emergency.rooms have closed in the past 12 years, creating severe challenges for those still operating.
“Congress must act swiftly to protect the necessary emergency care hardworking rural families deserve,” Hawley urged.
The Rural Hospital Emergency Room Guarantee Act aims to halt this “breakneck pace” of hospital closures. The issue is widespread, with nearly 200 rural hospitals shutting down nationwide since 2005. These closures have resulted in “emergency-room deserts,” forcing residents to travel long distances for crucial medical services.
In Missouri, records show that almost half of rural hospitals are operating at a loss and 20% of them are at immediate risk of closure. To address this, Hawley’s proposed legislation would create a mandatory, 10-year funding stream managed by the Health Resources and Services Administration.
Eligible rural hospitals would receive a guaranteed baseline of $1 million annually for emergency room expenses. This would be distributed quarterly and adjusted for inflation. Further funding would be provided based on geographical, financial, and patient-injury factors.
Hawley’s bill offers a one-time emergency payment of up to $250,000 for rural hospitals facing imminent closure risk.
The legislation ensures that receiving this support will not affect hospitals’ eligibility for other federal healthcare programs or grants. Hawley is expected to announce the Rural Hospital Emergency Room Guarantee Act at a news conference.
