The Department of Veterans Affairs (VA) is implementing a $29 million assistance program aimed at supporting homeless veterans. The program offers a variety of resources, including food, technology, rental assistance, accommodation in hotels, and free transportation. Announced recently by the VA, the initiative allocates up to $11 million for goods and services through VA medical centers, while $18 million is dedicated to transportation.
Program Details
This program, authorized under the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, targets eligible homeless veterans and those involved in a federal housing support initiative. The distribution of goods and services by VA medical centers is set to begin in early fiscal year 2027. Transportation contracts are expected to be awarded by September 2026, with services commencing on contract activation.
VA Secretary Doug Collins noted that the program is a significant step in keeping veterans off the streets, building on previous progress.
Available Assistance
The VA’s plan details that veterans can access food, clothing, blankets, hygiene products, and other essential items. Shelter assistance includes rent and utility payments, both current and past due, to facilitate stable housing. Essential items like furniture, bedding, and appliances are part of the aid, as well as temporary accommodation in hotels or motels.
Additionally, the program covers smartphones, tablets, and disposable phones if they help veterans connect with health providers or landlords. Transportation support, such as public transit vouchers and rideshare trips, is also included for key appointments and necessities.
The funding is used directly by VA to acquire these services. Social workers assess each veteran to tailor the assistance to their needs.
Eligibility Criteria
The program covers veterans meeting the federal homelessness definition. This includes individuals without secure nighttime residences, those using shelters, and those in precarious housing due to domestic violence risks. Veterans part of the HUD-VASH, a Department of Housing and Urban Development-Veterans Affairs Supportive Housing program, are also eligible. HUD-VASH couples HUD rental vouchers with VA management and services.
The Government Accountability Office (GAO) highlighted the significance of HUD-VASH, noting it as the largest federal program addressing veteran homelessness. Veterans require assignment to a case manager for program entry.
Progress and Challenges
Veteran homelessness has significantly decreased. A VA count reported 32,495 homeless veterans in January 2025, marking a 1.2% decline from the previous year and a 56.1% reduction since 2010. The VA also permanently housed over 51,900 veterans in fiscal year 2025, the highest tally in seven years.
Despite progress, staffing and housing hurdles exist. The GAO report noted vacancies and turnover in HUD-VASH staffing and incomplete VA records, affecting service delivery. Rising housing costs and limited supply were also identified as barriers.
The VA is working to address these challenges and agreed with GAO’s recommendation for improved data collection to better meet veteran needs.
