Russian Finance Minister Excluded from G20 Family Photo Amid Tensions

ASHEVILLE, North Carolina — The traditional group photo of finance ministers at G20 meetings usually features a somber assembly clad mainly in gray. This year’s photo gained attention for missing a significant figure: Russian Finance Minister Anton Siluanov. His exclusion followed complaints from some of Ukraine’s European allies. Siluanov attended the summit for the first time on U.S. soil since Russia’s invasion of Ukraine four years ago.

Known as one of President Vladimir Putin’s trusted cabinet members, Siluanov faced a chilly reception from several attendees at the Asheville summit. Despite addressing the summit and meeting with U.S. Treasury Secretary Scott Bessent, he was not included in the ‘family photo’ due to tensions surrounding Russia’s policies.

Treasury Secretary Bessent, known for his sanction policies, made it clear to Siluanov that the U.S. would not soften its stance until the conflict in Ukraine concluded. A source present at the meeting reported Bessent’s forceful interruption when Siluanov tried discussing mutual interests, emphasizing that cooperation would only be possible post-conflict.

The Russian Finance Ministry issued a statement noting a discussion on ‘Russian-American cooperation,’ but did not comment on Siluanov’s photo omission. The meeting rekindled concerns among European allies, including German Finance Minister Lars Klingbeil, who criticized the U.S. for hosting Siluanov. Klingbeil regarded the move as troubling, expressing a desire for a firmer stance from the American side.

Valdis Dombrovskis, the European commissioner for the economy, shared these concerns, emphasizing that it was not the right time to normalize relations with Russia. Andrzej Domanski, Poland’s finance minister, also expressed dissatisfaction with Russia’s representation, acknowledging host rights but disagreeing with the invitation.

President Donald Trump, when queried about the invitation, stated: ‘We like getting along with everybody.’ Erin Browne, Treasury undersecretary for international affairs, noted that as a G20 member, Russia’s participation fosters important dialogue, even amidst conflict.

Siluanov’s participation marked a significant appearance in the U.S. following years of political and economic isolation. The exclusion from the G20 family photo at this summit highlighted ongoing international tensions and the efforts to pressure Russia towards peaceful negotiations.
