President Trump is dealing with the fallout from a cease-fire deal with Iran that was quickly put together and has not addressed the key conflict drivers.

During the NATO summit in Ankara, Turkey, he pronounced the cease-fire “over” after less than a month. His declaration comes after earlier celebrations of a supposed peace in the Middle East, based on the same agreement.

Key Challenges in the Iran Conflict

The memorandum of understanding, consisting of 14 paragraphs, failed to address significant issues. Mr. Trump aimed to secure an agreement, but his approach was based on the belief that economic incentives would outweigh Iran’s revolutionary ideology.

Now, unresolved matters such as Iran’s nuclear and missile programs, support for terrorist organizations, and domestic repression present serious challenges. The situation has limited options and no easy solutions.

Potential Military Actions and Their Implications

At the NATO summit, Mr. Trump threatened new military operations against Iran, which included seizing a crucial oil processing island and attacking infrastructure such as desalination plants. Experts argue that targeting the desalination facilities could violate international law. Mr. Trump expressed reluctance to pursue this action.

Historically, the president has issued such threats without execution. He stated he does not expect a return to full-scale warfare, as there is insufficient domestic backing. Four months before the midterm elections, repercussions of military measures pose risks politically and economically.

Exploring Non-Military Options

One alternative is reinstating the American blockade on Iranian ports, aiming to economically strain Iran. This strategy demands a prolonged U.S. presence in the region, and previous attempts did not lead to Iranian economic collapse.

President Trump needs to balance these options carefully, considering both domestic implications and the complexities of international relations with Iran.
