Northbrook is initiating a new era in its law enforcement sector with plans for a new police station and a change in leadership. Marc Fainman, after serving more than 20 years in various roles within the department, is stepping in as the new chief of police. He takes over from John Ustich, who retired in July after a 30-year tenure. Fainman was officially sworn in on August 25 during a village Board meeting.
A Glenbrook North High School and University of Illinois Urbana-Champaign alumnus, Fainman’s career has been anchored in serving his community. His interest in law enforcement began with a fascination for police and law-themed television shows, leading him to focus his education on related fields. UIUC’s lack of a criminology or criminal justice major led him to pursue sociology. An internship with the Champaign Police Department solidified his dedication to police work. Fainman remarked on how his experience there showed him how officers consistently solve problems for the public.
Fainman’s journey included successfully navigating a competitive hiring process, eventually leading to his entry into the Northbrook police force. He expressed a deep sense of privilege in working with a talented and intelligent team at his hometown department.
His career has been marked by efforts to enhance the department, including launching Northbrook’s body-worn camera program, modernizing officer training, and conducting organizational studies for better police procedures. As chief, Fainman aims to complete several projects initiated during his time as deputy chief. This includes enhancing an internal program for officer and family wellness and overseeing the development of the new police station.
The upcoming police station is a significant endeavor, expected to be completed in three to five years if construction progresses without major delays. The village has allocated additional funds for this project, though final cost details are pending.
Fainman looks forward to continuing impactful work that involves assisting others and addressing community issues. He is eager to integrate employee and resident feedback into the department’s modernization efforts. His deep connection to the community and extensive experience in law enforcement are assets he hopes to leverage for the department’s future growth.
