Moldova Faces Rising Pressure as Russia Targets Ukraine Border

Moldova, a former Soviet republic, is experiencing increased pressure from Russia amid the ongoing conflict in neighboring Ukraine. This development comes as Moldova commemorates 35 years of independence. Stanislav Secrieru, national security advisor to Moldova’s President Maia Sandu, expressed concerns about Russia targeting Ukrainian-Moldovan border infrastructure. These recent attacks threaten Ukraine’s economic stability and access to European markets.

Key Transit Routes at Risk

Secrieru highlighted that in August, Russia began attacking Ukraine’s border infrastructure along Moldova’s frontier. With Ukrainian grain exports through Black Sea ports under threat, Moldova has become a critical transit route for these exports toward Romanian ports. To facilitate this, Moldova reduced rail transit tariffs by half, ensuring continued movement of goods.

“These routes are vital for Ukraine’s exports and economy. Russia’s strikes aim to disrupt them. Moreover, Russia has increased airspace violations in Moldova as an intimidation tactic. Despite this, Moldova remains steadfast in its support for Ukraine,” Secrieru stated.

Russian Airspace Violations

Moldovan President Maia Sandu reported multiple Russian drone intrusions into Moldova’s airspace, describing them as intimidation attempts. On November 25, 2025, Moldovan police retrieved a Russian drone that had crashed in the Floresti district. Russia violated Moldovan airspace 17 times in August, marking the highest number of incursions since the invasion of Ukraine in February 2022.

Ukrainian President Volodymyr Zelenskyy visited Moldova to participate in Independence Day celebrations, underlining the joint struggle against Russian aggression. In his address, Zelenskyy spoke of Russia’s disruptive actions in the region and expressed confidence in a favorable outcome.

EU Membership and Regional Dynamics

Both Moldova and Ukraine sought EU membership soon after Russia’s invasion in 2022. Russia’s actions complicate their progress toward this goal, as Moscow aims to prevent former Soviet states from aligning with Western institutions.

Recent actions, including a visit from CIA Director John Ratcliffe to Moscow, have raised speculations about potential escalations with NATO members. Russia’s strategies involve influence operations in former Soviet territories, aiming to bolster pro-Russian elements.

Regional Concerns and Preparedness

Ivana Stradner, a research fellow at the Foundation for Defense of Democracies, noted Russia’s persistent interference in Moldova, aligning with its broader hybrid warfare tactics. Moldova, hosting around 1,500 Russian troops in Transnistria, remains a focal point for these activities.

“Russia relies on Western reluctance to intervene. Moldova’s situation offers insight into Moscow’s approach, as it could be a prelude to challenges in the Baltic regions,” Stradner warned.

Baltic nations, such as Estonia, Latvia, and Lithuania, are monitoring the developments in Moldova. While immediate threats remain low, the risk of Russian actions persists, prompting heightened vigilance. Moldovan aspirations to join the EU reflect its commitment to closer Western ties, garnering significant public support.
