Mayor Mamdani Launches NYPD Use-of-Force Review Amid Unfulfilled Promises

Launch of NYPD Internal Review

New York City Mayor Zohran Mamdani announced an internal review of the New York Police Department’s use of force. This initiative aims to ensure accountability when police use force against citizens, though it does not fulfill several of Mamdani’s campaign promises, such as disbanding a controversial police unit and eliminating a database of suspected gang members.

“When the government uses force against a New Yorker, the standard for accountability must be at its highest,” Mamdani stated. “Every New Yorker deserves to know that force will be used lawfully, carefully, and only when necessary.”

More than nine months into his term, Mamdani has yet to meet critical campaign pledges, including dismantling the NYPD’s Strategic Response Group and altering policing practices for minor offenses.

Background on the Initiative

The review follows the retirement of an officer involved in the 2024 shooting of Win Rozario, a 19-year-old. The incident saw Rozario confront police officers during a mental health crisis, leading to the use of Tasers and eventually deadly force. Video footage captured the intense interaction, and New York Attorney General Letitia James decided not to pursue criminal charges against the officers.

To enhance accountability, Mamdani’s initiative rolls out $2.6 million in additional funding for the NYPD’s Office of Inspector General. Further measures include notifying state authorities if officers facing disciplinary actions retire, which helps prevent these officers from evading oversight.

Community Involvement

The initiative also features a detailed community engagement process, marking the first of such reviews in over a decade. This step is aimed at ensuring that NYPD policies align with their responsibilities toward citizens.

“We have an obligation to Win’s family and to every New Yorker who calls for help in a moment of crisis. This review is about making sure our policies reflect that responsibility,” Mamdani emphasized.

Campaign Promises and Adjustments

Mamdani’s adjustments to NYPD policies do not cover certain campaign promises such as ending arrests for low-level crimes like public urination and open container violations. These activities are seen as impediments to addressing violent crimes effectively.

During his term, summonses for public urination have increased by 18%. Mamdani also aimed to terminate the database of suspected gang members and the Strategic Response Group, known for its aggressive tactics during protests. However, these initiatives remain unchanged.

“As Mayor, I will disband the SRG, which has cost taxpayers millions in lawsuit settlements + brutalized countless New Yorkers exercising their First Amendment rights,” Mamdani stated previously.

Current NYPD Leadership

Mamdani continues to retain Police Commissioner Jessica Tisch, appointed by his predecessor, Eric Adams.

His office has yet to comment on whether the police reform plans will change direction from what was initially laid out.
