Lincoln Memorial Reflecting Pool Vandalism Dispute

On Monday, a Trump administration representative stated that there is “clear evidence” of vandalism at the Lincoln Memorial Reflecting Pool. This assertion contradicts the Department of Justice (DOJ), which previously indicated that faulty installation caused the damage, leading to the dropping of a felony vandalism charge.

Interior Secretary’s Remarks

Interior Secretary Doug Burgum commented on Fox News that most of the pool’s new blue liner was correctly installed, but cited vandalism as the cause for some of the damage. He emphasized, “The blue liner, 99.7 percent of the liner, was done perfectly. There was vandalism in spite of what everybody says.”

Burgum’s statements follow the DOJ’s decision to dismiss the felony case against Olympic canoeist David Hearn. Federal prosecutors had determined that the damage stemmed from incorrect installation by the contractor, a point initially contested by Interior officials.

Federal Disagreement

This difference in views reflects an internal division within the Trump administration. Despite the DOJ’s decision, President Donald Trump remained firm that vandalism was responsible for the damage. Trump’s stance came even after the U.S. Attorney Jeanine Pirro’s office withdrew Hearn’s charges.

Renovation and Controversy

The issue began with the Trump administration’s multimillion-dollar restoration of the historic Reflecting Pool, which included a new blue coating installation. Shortly after, problems surfaced. The coating started peeling, and algae became prevalent, raising concerns about the installation quality.

Initially, federal officials claimed vandalism explained some damage. The National Park Service reported incidents of caulk over foam sealant being cut and surface material delaminating.

Hearn faced charges of felony destruction of government property, which were later dismissed due to new information from the Interior Department. This information indicated damage was caused by “flawed installation” by Atlantic Industrial Coatings and a hasty project completion deadline.

Judicial Actions

A federal judge dismissed Hearn’s case following these revelations. President Trump publicly criticized the decision, questioning why the charges were retracted.

Expert Testimony and Evidence

Burgum claimed that the Interior Department provided the U.S. Attorney’s Office with expert and eyewitness testimony regarding vandalism, presenting evidence of various damages. He reiterated the “clear evidence” claim during his interview with Fox News.

Ongoing Repairs

Burgum also mentioned maintenance efforts, such as cleaning clogged supply valves, which will aid algae control using nanobubblers. Additional touch-up work is underway following celebratory events.

“We’re on track to have that reflecting pool looking better than ever,” Burgum stated.

Surveillance and Legal Challenges

President Trump shared surveillance footage purportedly showing individuals cutting material from the pool. The footage does not conclusively demonstrate whether these actions constituted underlying vandalism.

The Cultural Landscape Foundation, litigating against the federal government concerning the renovation, argued that further repairs might compromise physical evidence. The organization urged for expert inspections before alterations continue, but a judge denied this appeal.
