Joe Gruters Aims to Mobilize Republican Base for Midterms

Joe Gruters, Chairman of the Republican National Committee (RNC), is acutely aware of the tendency for the party in the White House to lose Congressional seats during midterms. To counter this, he has initiated the Midterm Convention, a strategic move designed to energize party supporters. Gruters emphasized the importance of voter turnout in achieving success this election season.

“If you’re going to defy history, you can’t do what they’ve always done in the past,” Gruters shared with Newsweek. He believes the next 60 days will see one of the most extensive grassroots efforts the party has undertaken.

Gruters’ approach stems from a pattern observed since President Trump’s 2016 victory. Republicans have tended to underperform when Trump isn’t on the ballot. However, the attitude of Republican voters has shifted, with more swing-state Republicans showing support for Trump than in previous years.

During Trump’s first term, traditional Republican leaders held significant influence in the party. Leader figures like Mitch McConnell and Ronna McDaniel were in key positions. But when Trump secured the nomination in 2024, he brought MAGA ally Michael Whatley into the RNC leadership, who later passed the baton to Gruters.

Gruters has a strong connection to Florida, having chaired the state’s Republican Party starting in 2019 and climbing the ranks to RNC Treasurer by 2025. To Gruters, the modern Republican Party and Trump’s Make America Great Again movement are inseparable.

According to a poll by UMass Amherst, conducted with 1,000 respondents in late August 2026, about one-sixth of Republicans are distancing themselves from Trump. Gruters is focused on reversing this trend by ensuring the state parties and Trump collaborate effectively.

“[The President] has completely transformed what the party is,” Gruters stated, noting that party unity remains a priority. The RNC’s State Party Strategies (SPS) is a pivotal part of this effort, offering support in various areas like strategy, communications, and election monitoring. Over the past year, SPS has conducted over 300 training sessions across state and territory parties.

A core aspect of SPS is the Growing Republican Organizations to Win (GROW) Program, which strengthens state party structures. States that excel in the program receive financial incentives to further solidify their operations.

While the Democratic National Committee has focused on augmenting state organizing infrastructure with monthly financial injections, the RNC boasts a substantial war chest of $130.4 million. Gruters envisions this financial advantage as a key factor in the upcoming elections and the planned convention’s success.

Party chairs like Ohio’s Alex Triantafilou recognize Gruters as a leader attentive to grassroots dynamics. Triantafilou appreciates Gruters’ dedication to unity and effective communication with both state leaders and the president.

However, Rick Wilson, a critic of the current RNC, argues the party functions more as a mechanism for Trump’s power. He criticizes it for sacrificing traditional values in favor of Trump loyalism. Despite the criticism, Gruters maintains that the RNC combines efforts with MAGA supporters to promote the party’s goals.

Gruters’ political strategy is influenced by his previous successes in Florida, where he worked alongside Governor Ron DeSantis to shift the state’s political alignment favorably towards Republicans. Colleagues expect Gruters to apply similar strategies nationally.

As the midterms approach, Gruters remains committed to supporting Trump and believes steadfast Republican voters will lead the party to future successes. The RNC under Gruters is resolute in its mission to align with the president’s vision.
