One of his notable actions includes erecting statues of historical figures like Stalin and Ivan the Terrible. Additionally, plans to name a youth group after a medieval czar’s feared secret police highlight his historical nostalgia. Slogans celebrating Russian pride are everywhere, even on the local airline’s jets.

Filimonov’s campaign started in late 2023 with a clear objective: to establish Vologda as ‘the powerhouse of the Russian world.’ His regional policies mix imperial and Soviet memories with contemporary strict social laws. He encourages citizens’ patriotic obligations, with a focus on population growth as a key duty.
