FIFA Implements Rule Changes to Ensure Quick-Moving World Cup Matches

FIFA’s referees for the upcoming World Cup are focused on enforcing rules to minimize time-wasting in matches as the tournament, featuring 48 teams, is just weeks away. Key changes include strict penalties for players covering their mouths in confrontational situations and the application of red cards in specific circumstances.

According to Pierluigi Collina, FIFA’s chief refereeing officer, the objective is to reduce match tempo disruptions. Referees have several guidelines to follow:

  • A player walking off the field due to a disputed call can receive a red card.
  • Goal kicks and throw-ins must be taken within five seconds. Failure to do so results in a corner kick or a throw-in for the opposing team.
  • Players being substituted have ten seconds to leave the field unless there are special circumstances like injuries or security issues.
  • Video Assistant Referee (VAR) usage is specified for checking incorrect second yellow cards, mistaken identity, and wrong corner kick awards.
  • Covering their mouth during confrontational moments can lead to a red card, but non-confrontational conversations remain unpenalized.

Clarifications on VAR use include addressing offenses before the ball is active during corner or free kicks that influence goals, penalties, or sanctions. Referees will take proper disciplinary action if violations are observed.

Despite prioritizing faster play, match duration might not decrease due to planned three-minute water breaks in each half.
