The head of Britain’s domestic intelligence agency, MI5, Sir Ken McCallum, warned of an intensified effort by Iran to target the United Kingdom. In a recent threat update, McCallum detailed the increasing challenges from hostile foreign governments, terrorism, and the potential misuse of artificial intelligence (AI).
Main Threats from Iran
According to McCallum, Iran has shifted its tactics to focus on more challenging targets such as military bases. Using criminal proxies, Iran aims to intimidate opposition groups, Iranian media outlets, and Israeli interests. McCallum expressed solidarity with British Jewish communities, who have faced significant aggression.
More than 50 arrests linked to Iran were made in the UK over the past year.
Recent incidents include acts of arson and sabotage targeting Jewish communities and other sites across the UK and Europe. While details about specific military targets were withheld due to ongoing investigations, McCallum confirmed a thwarted plot against the UK air base RAF Fairford. This base, previously used by US bombers, was implicated in targeting Iran.
Unclear Attribution of Threats
The complexity of attributing these threats directly to Iran is notable, as the country often operates through proxies. Britain’s counterterrorism police suggest that incidents like the RAF Fairford plot may involve individuals unknowingly working for a foreign state. Similar tactics are used by Russia and are notorious in Western Europe.
Incidents Claimed by IMCR
The group Harakat Ashab al-Yamin al-Islamia, also known as The Islamic Movement of the Companions of the Righteous (IMCR), claimed responsibility for past attacks, including those on synagogues in the Netherlands and Belgium. This group has threatened to target US and Israeli interests worldwide.
Russia’s Continued Threat
McCallum identified Russia as the primary aggressor, citing a significant increase in state-threat cases handled by MI5. Since 2020, MI5 has allocated more resources to counter state threats than during the Cold War. Russia’s attempts at hybrid warfare, including cyberattacks and sabotage, are seen as part of its strategy to destabilize European allies while facing difficulties in Ukraine.
AI and Security Implications
Advances in AI also pose significant security threats, according to McCallum. The technology’s rapid development could facilitate the creation of propaganda and radicalization content tailored to individuals. Additionally, AI might aid in making existing biological weapons more potent or in creating new ones.
