Guojun Xuan and Silvia Zhang from California are facing allegations of deceitfully recruiting surrogates to have children, who they then allegedly raised in a harmful environment.
On October 6, 2026, Silvia Zhang and Guojun Xuan attended their arraignment in Pasadena, California, after being charged with multiple counts related to the abuse of children born through surrogacy. Authorities reported that over a dozen of these children were subjected to excessive surveillance using 32 cameras installed throughout the couple’s mansion in the Los Angeles area.
According to officials, the couple utilized a live CCTV feed to monitor the activities and ensure constant observation of their children. The nannies employed at the mansion were allegedly instructed to administer severe discipline, under the watchful eyes of Zhang and Xuan.
“We found evidence pointing toward continuous and harsh monitoring,” stated an investigator involved in the case.
