Shift in Plans for 5 World Trade Center

Plans have shifted for the redevelopment of the former Deutsche Bank building site, intended to be the only residential project in the World Trade Center area. Though originally set for a residential tower, the plans are changing course.

Governor Kathy Hochul confirmed the residential tower at 5 World Trade Center is no longer planned. However, she described a vision for a ‘vibrant mixed-use project.’ As of now, the site remains undeveloped.

Over the past 25 years, the World Trade Center site has transformed. Office buildings, a museum, a performing arts center, a transit hub, and a church have replaced the fallen towers. Yet, south of the 1,776-foot One World Trade stands an undeveloped site. A map labeled ‘you are here’ marks it as planned for 5 World Trade Center, once seen as the only residential building intended.

In 2023, Gov. Hochul announced the project with promises of quick progress. She stated, ‘We expect construction to begin next year; this is not three, five years down the road.’ Despite her assurance, the area remains vacant, surrounded by a fenced asphalt lot. It represents the missing part of an otherwise renewed ground zero.

The Port Authority of New York and New Jersey, the Lower Manhattan Development Corporation, and the governor’s office manage the site. They have admitted that the planned development will not proceed as previously expected. Gov. Hochul’s office confirmed this position.

Kristin Devoe, speaking for Ms. Hochul, stated, ‘While the current plan is no longer moving forward, the governor remains committed to ensuring this site delivers on what was promised with a vibrant, mixed-use project that honors the broader vision of the World Trade Center campus.’
