New York City officials have issued urgent warnings to residents to prepare for potential flash flooding due to a multi-day storm system expected to impact the region through Monday night. The warnings are especially critical for those living in below-grade and basement apartments, following last year’s deadly flooding incidents. NYC Emergency Management and Notify NYC have released alerts emphasizing the need for residents to prepare for intense rainfall and thunderstorms.

Preparation Urged for Basement-Dwellers

Notify NYC highlighted the risk of rapid flooding in basement areas, urging residents to move to a higher floor if necessary and avoid travel through flooded roadways. Officials stressed that high rainfall rates could lead to rapid flooding in streets, highways, underpasses, and residential basements.

Queens Borough President Donovan Richards addressed the need for having an emergency plan, especially for those living in basement apartments or flood-prone areas.

Flood Watch Across Tri-State Area

The National Weather Service has issued a flood watch for New York City, Long Island, northeastern New Jersey, and southern Connecticut through late Monday night. Forecasters predict several rounds of heavy showers, with expected rainfall totals of 2 to 4 inches, and possibly higher localized amounts. Conditions may overwhelm drainage systems during peak storm hours, with rainfall rates reaching up to 2 inches per hour.

A stalled frontal boundary, coupled with abundant atmospheric moisture, is creating a prolonged threat of severe flash flooding, with major concerns focused on the NYC metro area and western Long Island.

Lessons from Past Storms

The current storm warnings revisit concerns about the structural safety of below-grade housing. A previous storm in October 2025 resulted in fatalities that spotlighted vulnerabilities in basement apartments.

During that incident, two men lost their lives attempting to navigate flooded basement environments. The tragedies echo similar events during Hurricane Ida in 2021, which resulted in 11 deaths related to basement flooding.

Flood Safety Protocols

Emergency officials are encouraging close monitoring of weather alerts and prompt evacuation actions if needed, particularly for basement dwellers. Standard flood safety guidelines should be adhered to:

• Avoid walking, swimming, or driving through flooded roadways.
• Clear leaves and debris from street catch basins if safe to do so.
• Report clogged storm drains using the city’s 311 system.

Notify NYC has urged residents, especially in low-lying neighborhoods, to enroll in emergency alert systems for real-time severe weather warnings. City officials stress the importance of taking action early to save lives and avoiding last-minute evacuations.
