District of Columbia Del. Eleanor Holmes Norton’s retirement marks a significant shift in the race for D.C.’s non-voting seat in Congress. Holmes Norton, who has served since 1991, faces increasing pressure to step down at 88.

Democrats are vying to fill her position, with Robert White, an at-large councilmember and former mayoral hopeful, and Brooke Pinto, a city councilmember, as key contenders in a competitive primary.

The GOP has placed Denise Rosado, an attorney, as their presumptive candidate. This primary election is noteworthy for being the first to employ ranked choice voting within the district.
