Ukraine Appeals for Patriot Missiles Amid Russian Attacks

Ukrainian President Volodymyr Zelenskyy has urged the United States to supply Patriot missile interceptors following a deadly Russian missile and drone attack on Kyiv, which killed at least 10 people and injured dozens more. The call came in a video message shared on X, where he emphasized the urgent need for political decisions from partners like the U.S. and Europe to supply necessary defense tools.

Kyiv has been experiencing significant security threats, prompting Zelenskyy to push for more robust defense measures beyond current air defenses. A former Ukrainian official highlighted the lack of sufficient civil protection, pointing out the serious deficiencies in bomb shelters despite substantial investment in their construction and repair.

“Anti-ballistic missiles must protect people – not sit in stockpiles,” Zelenskyy stated.

Ukraine’s capital has initiated a review of its spending on shelters, in light of ongoing security issues. Former government spokesperson Luliia Mendel criticized the continuous need to request missiles and the underlying issues in Ukraine’s shelter infrastructure.

Many Ukrainians find themselves relying on luck, rather than systematic protection, in avoiding missiles and drones. This lies in stark contrast to effective defenses, as bomb shelter accessibility remains deeply flawed. The inadequacies often lead civilians to improvised sheltering strategies, such as drawing “anti-drone curtains” or closing “anti-missile windows.”

The Civil Protection Shelter Coalition, launched by Ukraine and Finland in May 2025, aims to improve civil defense strategies up to 2034. At its inaugural meeting, members pledged more than 22 million euros to modernize bomb shelters.

A comprehensive audit in June revealed that 93% of bomb shelters nationwide had deficiencies, including accessibility issues and structural problems, adding to the urgency of Zelenskyy’s pleas for missile interceptors.

In Kyiv, significant funds have been allocated for shelter repairs, with over 1.1 billion hryvnias planned for 2026. However, audits have uncovered misuse or ineffective spending, forcing citizens to seek alternative, often inadequate, sheltering solutions. These solutions range from sheltering in bathrooms to renting hotel rooms and utilizing underground parking garages.

With ongoing Russian attacks, Mendel warns that Ukraine faces a dire humanitarian situation, partly due to inadequate civilian protection systems. While Zelenskyy continues to request support and defense resources from international partners, critics highlight the need for Ukraine to develop a comprehensive defense system.

During an interview, Zelenskyy discussed plans to produce Patriot interceptors in Ukraine, anticipating long production times and stressing immediate needs. However, former President Trump indicated no agreement had been finalized, noting potential risks in technology sharing.
