Tax Breaks for Data Centers Near O’Hare Impact Suburban Homeowners

Suburban homeowners near O’Hare International Airport are bearing the financial burden of property tax breaks given to data centers in the area. Over a dozen facilities are receiving significant tax reductions, leading to increased property taxes for nearby residents. In Northlake, the average homeowner would save over $2,000 annually without these data center tax breaks.

Cook County officials provided multimillion-dollar breaks to 18 data centers, with valuations sometimes far below purchase prices. Many centers also benefit from special tax incentives decreasing their tax burdens drastically, alongside state tax breaks saving millions on sales and use taxes.

An analysis revealed that these breaks and incentives removed nearly $2 billion from taxable properties’ value in suburbs like Elk Grove Village, Northlake, and Franklin Park, translating to almost $100 million in tax savings that could have lowered tax bills and funded local infrastructure enhancements.

Property tax assessments are a contentious issue between county assessors, local taxing bodies, and data center operators. Disagreements over property valuations often result in significant discrepancies, sometimes reaching tens of millions of dollars.

Data center operators argue that without these breaks, centers may remain vacant or shift to lower-value industries. Despite the benefits for local tax bases, concerns grow over their impact on public resources, such as increased bills for schools and libraries.

The outgoing Cook County assessor, Fritz Kaegi, has opposed many valuation reductions, advocating for higher valuations of commercial properties. He emphasizes the importance of accurately assessing data centers, a relatively new industry with unsettled case law.

Elected officials contend with increasing public concern regarding data centers’ environmental impact and resource consumption. Data center developers argue that incentives are crucial for attracting businesses; however, critics say the financial capability of these companies diminishes the need for such subsidies.

Negotiations and appeals for data center property valuations are ongoing, with outcomes significantly impacting local communities. Some settlements result from agreements between data center operators and local governments, affecting final valuations. These tax-related decisions continue to impact public services and infrastructure funding.
