Senate Advances Sanctions Against Russia and Iran

The Senate has moved closer to imposing sanctions on Russian President Vladimir Putin, the Kremlin, and Iran with another significant bipartisan vote. Although this was not the final vote to pass the long-awaited measure, it represents an essential step forward. The effort, now known as the Lindsey O. Graham Sanctioning Russia and Iran Act, continues despite the death of its original sponsor, Sen. Lindsey Graham.

The Senate aims to complete its work on the package by next week. If successful, the legislation will await further action until the House returns from its August recess. Lawmakers express confidence in passing the bill, considering it an appropriate tribute to Graham’s legacy.

Sen. Roger Wicker, R-Miss., remarked, “This may turn out to be Lindsey Graham’s greatest legislative achievement in a stellar 32-year career.” The bill’s primary focus remains on weakening Putin’s military efforts in Ukraine. However, it also includes sanctions aimed at Iran’s weapons and energy sectors to promote a long-lasting peace agreement as conflicts in the Middle East continue.

Key components of the legislation introduce tariffs of up to 500% on Russian imports and up to 100% on countries purchasing Russian energy, such as China and India. It also gives President Donald Trump the ability to adjust certain sanctions as necessary. While this power raises concerns among some Democrats due to his past use of duties, the bill explicitly targets these measures to maximize pressure on Putin.

Sen. Jeanne Shaheen, D-N.H., addressed these concerns, saying, “In the case of this bill, Congress is explicitly directing these tariffs for one unambiguous purpose: to increase the pressure on Vladimir Putin and end his unprovoked war against Ukraine.” Ukrainian President Volodymyr Zelenskyy has also been involved in garnering support for the bill.

The legislation serves as a clear message to Putin and the Kremlin as the conflict in Ukraine persists. Sen. Richard Blumenthal, D-Conn., stated, “This bill says to Vladimir Putin, ‘Your days of war are numbered. You are on the losing side. Better to come to the table now than sacrifice more lives, waste more money, crater your economy, destroy your standing in the world.’”
