Secretary of State Marco Rubio Convenes International Leaders to Address Perceived Left-Wing Terrorism

On Thursday, Secretary of State Marco Rubio convened leaders from over 60 countries to participate in the Trump administration’s focus on what it labels ‘left-wing political terrorism.’ This initiative is a key issue for Republicans as they approach the midterm elections. The emphasis comes despite reports indicating that cases of such incidents in the U.S. are minimal compared to higher historical levels of far-right violence. Rubio and U.S. officials expressed concern over the purported rise of political violence by the left, warning of dire consequences if not addressed.

Rubio urged attendees, primarily from Europe and Latin America, to address the issue, which he labeled as a ‘blind spot’ in counterterrorism strategies. In his opening remarks, Rubio criticized the acceptance of violence serving left-wing causes, contrasting it with far-right violence. A report by the Center for Strategic and International Studies noted that left-wing terrorism had slightly surpassed far-right incidents, despite originating from a low baseline. Historically, from 1994 to 2000, an average of 0.6 left-wing incidents occurred annually, compared to 20.6 on the right. Between 2016 and 2024, the left averaged four incidents annually, while the right averaged 22.7. Early 2025 saw a reduction in right-wing incidents to one compared to five from the left.

The report emphasized the need to combat terrorism across the political spectrum, with concerns about potential increases in right-wing violence. President Donald Trump and allies have prioritized pointing out threats from the far left ahead of congressional elections. Trump often accuses the Democratic Party’s left of seeking to destroy the American way of life. Vice President JD Vance and House Speaker Mike Johnson have addressed the political shift toward communism, stating it as something unprecedented in the U.S.

Rubio’s perspective is informed by his Cuban heritage, linking the rise of left-wing ideologies to the former Cuban government’s influence. Stephen Miller, Trump’s deputy chief of staff, emphasized the threat perceived to American institutions from the left during the conference and advocated for a robust defense of those institutions.

The administration’s approach often conflates democratic socialism with communism. This focus heightened following the election of democratic socialist Zohran Mamdani as New York City mayor and similar political successes. The administration has also targeted left-wing efforts through sanctions, designating groups such as antifa as terrorist organizations. Treasury Secretary Scott Bessent remarked about utilizing financial counterterrorism strategies to hinder these entities. Later, Rubio announced new visa policies to restrict the travel of individuals linked to these groups.
