A hotel project at 4930 Oakton Street in downtown Skokie, long hindered by legal issues, shows signs of revival. Murphy Development Group, a Chicago-based firm, has submitted formal plans demonstrating their intent to spearhead the effort. Village Attorney Rodney Lewis shared this update with Skokie trustees at the October 5 Board meeting. Lewis emphasized that, while Murphy Development is the leading party, no final decision on selecting a developer has been made yet.
Legal Challenges in the Construction Phase
Since 2023, construction has stalled due to a lawsuit from contractor Russell Construction against E&M Strategic Development. Alleged non-payment for project costs of the planned Homewood Suites by Hilton led to this dispute. Additional complications arose in February 2025 when lender X-Caliber Capital sued E&M for defaulting on a construction loan. Rodney Lewis confirmed that the hotel’s development remains in foreclosure.
Litigation and Arbitration Developments
Skokie, originally involved in the ongoing legal suit, has been released from direct litigation responsibilities. An arbitration hearing occurred last month with parties like Russell Construction and E&M submitting a joint status report. Lewis provided further details at the Board meeting, indicating further decision-making will happen during the October 23 arbitration hearing.
Efforts to Attract Developers
The village aims to make the project attractive for developers by encouraging lienholders to accept lower payouts. Lewis highlighted efforts to gather feasible proposals from those capable of finishing the venture.
Murphy Development’s Local Experience
Village Manager John Lockerby validated Murphy Development’s experience in Skokie. They developed Highpoint at 8000 North, a nearby luxury apartment complex. This background bolsters their capability for the hotel project’s continuation.
Future Steps and Updates
Trustee Kimani Levy inquired about the continuation of the original hotel concept. The intention remains committed to completing the hotel as planned. Mayor Ann Tennes informed residents they can expect updates before year’s end based on the October 23 arbitration results.
