Court documents reveal the mother saw interactions between Proper and an enigmatic online group, witnessing him receive maps and images related to Washington, D.C. She interpreted his comments about conducting ‘recon’ missions as planning potential shootings.
Law Enforcement’s Response
Prompted by the mother’s warning, deputies visited Proper’s home in Knox County, Ohio, where his father disclosed his son’s connection to an online group. Proper intended to join them for activities outlined as ‘recons’, planning to leave home during the weekend of June 13.
The father shared concerns over Proper’s purchases totaling around $3,000 for firearms, ammunition, and tactical gear, paid using graduation money. This equipment was voluntarily handed to law enforcement by the family.
Investigators later examined Proper’s phone, uncovering encrypted messages planning the attack during the June 14 UFC event, discussing drones and positioned shooters.
