France and Germany are seeking to reduce their reliance on American and Chinese technology, focusing on key areas like artificial intelligence. This effort involves deciding where to prioritize their developments.

Sébastien Lecornu, the French prime minister, has announced a move to increase France’s technological independence by replacing Zoom with a locally developed alternative. Similarly, Germany is working on creating its own artificial intelligence platform. Companies across both nations are collaborating to produce AI chips competitive with those from the United States and China.

These initiatives mark Europe’s strategic attempt to gain a foothold in the global race for digital autonomy. European leaders are concerned about potential exclusion from essential technologies, as illustrated by President Trump’s recent decision to prevent foreign access to some of Anthropic’s latest AI models. This exclusion could also mean missing out on the lucrative opportunities within the booming tech sector.

Interviews with industry experts and public figures reveal a consensus: Europe is not positioned to completely disentangle itself from tech dependency swiftly. The crucial question remains how Europe should focus its digital initiatives to achieve at least partial independence. According to Anne Le Hénanff, France’s minister for artificial intelligence and digital affairs, full autonomy in digital services is not feasible at this point. She emphasizes the need for strategic choices regarding what dependencies to sever.

Current reliance on American and Chinese digital imports is significant in various areas, such as social media, national security systems, and AI technology. Data storage, predominantly with American companies like Amazon, raises concern due to less stringent American data protection regulations. Additionally, European multinationals like Mercedes-Benz have been developing key technologies within Chinese research facilities.
